A. REGIONAL REGISTRATION OFFICER (RRO)

Duties and Responsibilities

The duties and responsibilities of a Regional Registration Officer will include:

  • Overseeing the operations of multiple NIA district registration offices;
  • Leading a team to manage the day-to-day affairs of the Regional Office;
  • Ensuring the smooth running of the NIA offices in the Region and effectively supervising staff to meet operational targets;
  • Building partnerships with local authorities and fostering effective public relations to
    advance the work of NIA;
  • Establishing District Offices and assisting NIA to recruit staff within the Region;
  • Planning and executing Regional projects and programmes;
  • Preparing the procurement requirements of the Region;
  • Managing the Regional targets and implementing plans to ensure quality and cost
    effectiveness in Regional operations;
  • Co-ordinating all registration and card issuance activities at the Regional level;
  • Ensuring the operational excellence;
  • Leading the provision of customer-based services;
  • Ensuring that all complaints are promptly investigated and addressed;
  • Preparing and submitting periodic reports on activities of the Regional and District
    Offices;
  • Reviewing the performance of staff within the Region;

Qualifications and Experience

  • A Master’s Degree in the Social Sciences, Law, Business, Computer Engineering,
    Computer Science/Information Technology or related discipline from a recognised
    University or equivalent professional qualification;
  •  At least two (2) years post-qualification working experience which combines strategy and operational leadership prior to working with NIA;

Duties and Responsibilities

As Regional Administrative Officer you will report to the Regional Registration Officer
and be responsible for the following duties:

  • Assisting the Regional Registration Officer in the handling of his/her administrative
    and office-management duties;
  • Co-ordinating general administrative services including transportation, inventory
    control and procurement at the regional level;
  • Managing the office’s diary, coordinating meetings and filing of documents;

National Identification Authority (NIA) Recruitment For ASSISTANT TECHNICAL SUPPORT OFFICER (ATSO)

Duties and Responsibilities

The Assistant Technical Support Officer under the general guidance of the Regional
Registration Officer and District Registration Officer, shall have the following
responsibilities

  • Installing and configuring computer hardware, operating systems, licenses and
    applications;
  • Monitoring and maintaining computer systems and networks;
  • Troubleshooting system and network problems either in person or remotely, diagnosing and solving hardware or software faults;
  • Replacing mobile registration workstation, printer and printer server parts as required;
  • Managing multiple cases and requests at one time;
  • Setting up new users’ accounts and profiles and dealing with password issues;
  • Supporting the roll-out, implementation, testing and evaluation of new technology and applications;
  • Assisting with the implementation of technical policy on the online presence, design,
    integration, content management, maintenance support of websites and intranet;
  • Conducting networks and electrical safety checks on computer equipment;
  • Providing daily, weekly, monthly and regular reports including procedural
    documentation and relevant reports;
  • Escalating unresolved issues and faults to the Technology and Biometrics Department;
  • Capturing onto the enrolment system, the personal information of applicants as recorded on the Registration Application Form;
  • Capturing the biometric information such as the fingerprints, irises and pictures of
    applicants using a Mobile Registration Workstation (MRW);
  • Ensuring the accurate capture of data input(s) received from the Assistant Registration Officer(s);
  • Managing the printer and print server to ascertain the status of National Identity cards in print;
  • Printing and issuing National identity cards to applicants;
  • Printing, sorting, shipping and issuance of National ID cards in backlog to designated District Registration offices;
  • Assisting in the conduct of training and orientation for the Assistant Technical
    Enrolment Officers (ATEOs);
  • Performing any other duties that would be assigned by the Executive Secretary or the Regional Registration Officer from time to time.

Qualifications and Experience

The Applicant must have:

  • A minimum qualification of a Bachelor’s Degree in Computer Science, Computer
    Engineering, Management Information System (MIS) or related discipline from a
    recognised tertiary institution or equivalent professional qualification;
  • At least one (1) year post-qualification relevant working experience which combines
    basic information technology and computer networking and hardware prior to working
    with the National Identification Authority
  • A minimum of six (6) months working experience with NIA;

National Identification Authority (NIA) Recruitment For DISTRICT REGISTRATION OFFICER (DRO) – DISTRICT HEAD

Duties and Responsibilities

The District Registration Officer (DRO) under the general guidance of the Regional
Registration Officer, shall be responsible for the following duties:

  • Overseeing the operations of the NIA District Office;
  • Managing the day-to-day affairs of the District Office;
  • Providing efficient and effective management and administration, and upholding NIA’s standards of excellence and service;
  • Liaising with the contact persons of institutions and property owners of facilities where NIA offices are located or where registration exercises will be conducted;
  • Ensuring the availability of conducive atmosphere for the smooth registration of
    applicants especially the vulnerable and people with special needs;
  • Providing input for the development of the budget and procurement plans of the District;
  • Leading the delivery of customer-based services;
  • Collaborating with MMDAs to ensure effective implementation of registration exercises in the District;
  • Conducting staff appraisals within the District Office as may be required;
  • Preparing staff performance reports for presentation to the Regional Registration Officer and Management;
  • Preparing and submitting weekly, monthly, quarterly and annual reports of the District Office to the Regional Office;
  • Providing inputs for the development of appropriate operational systems and manuals to ensure compliance with statutory regulations and corporate policies/standards;
  • Ensuring that complaints from applicants, holders of National ID cards, users of
    verification services and the general public are promptly investigated and addressed;
  • Organising and implementing training programmes for staff in the District;

As Assistant Administrative Officer you will be responsible for the following duties:

  • Assisting the District Registration Officer in the handling of his/her administrative and office-management duties;
  • Co-ordinating general administrative services including transportation and inventory
    control at the district level;
  • Managing the office’s diary, co-ordinating meetings and management of records;
  • Providing general customer service support for the District office;
  • Assisting in responding to enquiries from applicants on registration requirements, record update, replacement and renewal exercises, documents and processes;
  • Administering oaths to persons vouching for applicants who do not possess Birth
    Certificates or valid passports
  • Educating applicants and persons vouching on the purpose of vouching and the legal
    consequences of lying under oath during the vouching process;

    judiciously and are properly accounted for;
  • Supporting the planning, co-ordination and deployment of staff and materials for out of office registration exercises;

Duties and Responsibilities

As Assistant Registration Officer (ARO), you will be responsible for the following duties:

  • Assisting the District Registration Officer (DRO) to set up, manage queues, maintain and close a registration centre at the end of a registration day;
  • Ensuring that registration materials and equipment are kept in safe custody after the day’s work;
  • Assisting the DRO to educate applicants on registration requirements in order to facilitate fast and accurate data recording;
  • Interviewing applicants and recording accurate personal information of applicants onto the Registration Application Form by following data collection principles and best
    practices;
  • Providing general customer service support for the District Office;
  • Administering Challenge Forms to challenged applicants;
